New Owner Checklist

  1. All owners must have approved ownership license in respective racing state or renew existing license

  2. Obtain and assign Jockey Club papers (Ownership on the Jockey Club papers must match upcoming race entry ownership) Once ownership is correct and all owners are licensed, papers must be assigned to corresponding racetrack before race entry day

  3. Ensure owner silks are registered and sent to corresponding racetrack (if the horse has multiple owners, notify team JCE as to which silks the horse will run in)

NYS Racing License Application Process

Complete the Racing Application and any additional required application material(s)

Completed applications and additional required material(s) may be submitted in-person at Commission offices at any open race track or by mail to the Commission’s main office:

Submit the following:

  • Applicants must submit two (2) current 2" X 2" passport quality photos with their name printed on the back

  • License fees must be submitted with an application, payable to “NYS Gaming Commission” via money order or check drawn on the U.S. Government or a U.S. bank. A check drawn on a bank without a U.S. office is not acceptable. Credit cards are currently not accepted

  • All first-time applicants applying for an occupational license are required to submit both State and Federal fingerprints. Individuals who were last licensed more than five years ago must submit new fingerprints.

No horse with 35 or fewer owners will be accepted for entry unless all owners are licensed by the Commission. For horses with more than 35 owners: each person having a three percent or greater interest must be licensed by the Commission.

National Racing Compact Application Process

Applications are available online and at participating commission offices and race tracks and at selected industry events. They are also available by mail upon request.

Applications may be submitted via the internet, faxed or mailed to the Compact office. Payment may be made by check or credit card.

Submit the following:

  • The completed, signed application, Individual State fees & the National Licensing Fee of $300 (3 years)

  • A passport-type photograph and,

  • A set of fingerprints on the RCI or National License fingerprint card

Upon approval, each applicant will be sent a national license which is good for three years. If an application cannot be approved, the applicant will be notified of the non-approval and reasons why the application cannot be processed further.

Once an applicant has received a national license, it will only be necessary to send a participant's fee for each additional participating state in which the applicant will be racing. This can be handled with a credit card and a phone call to the NRC.
